What is a GST quotation?

A GST quotation format is a quotation layout for GST-registered businesses in India that shows GSTIN, HSN or SAC codes, taxable value and the GST split, so the buyer sees the full cost before ordering.

A GST quotation is an offer, not a tax invoice, so it does not have to meet every invoice rule. But buyers, especially registered businesses that claim input tax credit, expect it to show tax exactly the way the final tax invoice will. That means your GSTIN, their GSTIN, the place of supply, an HSN or SAC code on each line, and GST split into CGST and SGST for a sale within your state, or IGST for a sale to another state.

How to Make a Quotation with GST

Add your GST details

Legal name, address, 15-character GSTIN, state and state code at the top.

Add the buyer and place of supply

Buyer name, address and GSTIN (or "Unregistered"), and the state where the supply happens.

Choose the supply type

In the Excel format, select Intra-state or Inter-state. The CGST, SGST and IGST columns update on their own.

List items with HSN or SAC

One row per item: description, HSN/SAC, quantity, rate, discount and GST rate.

Check totals and amount in words

Review the taxable value, tax split and grand total, then write the amount in words.

HSN and SAC Codes on a Quotation

  • HSN (Harmonised System of Nomenclature) codes classify goods; SAC (Services Accounting Code) codes classify services, and SAC codes start with 99.
  • On tax invoices, businesses with turnover up to ₹5 crore must show at least a 4-digit HSN for B2B supplies, and businesses above ₹5 crore must show 6 digits. Using the same codes on your quotation avoids mismatches later.
  • The GST rate follows the HSN or SAC code, so pick the code first and the rate second.
  • If you quote several items under the same code, the HSN summary format adds them up per code, which is how many buyers reconcile input tax credit.

Common Mistakes on GST Quotations

  • Charging IGST on a sale within the same state, or CGST + SGST on an inter-state sale.
  • Leaving out the buyer's GSTIN, so their accounts team sends the quote back.
  • Quoting "GST extra" without a rate, which makes the final price unclear.
  • Applying GST before a trade discount instead of on the discounted taxable value.
  • Using an old rate. Rates were rationalised in September 2025, so check the current rate for your HSN or SAC code.
  • Calling the document a "tax invoice". A quotation is an offer; issue the tax invoice after acceptance with the free invoice generator.

What is the GST quotation format?

Is GST charged on a quotation?

No tax is collected on a quotation, because it is only an offer. It shows the GST that will be charged on the tax invoice if the buyer accepts, so they know the full cost.

How do I show CGST and SGST in a quotation?

If the place of supply is in your own state, split the GST rate in half: for 18% GST, show CGST 9% and SGST 9% as separate columns or lines. For another state, show IGST at the full 18% instead.

Is HSN code mandatory in a quotation?

GST law sets HSN rules for tax invoices, not quotations. Adding the same HSN or SAC codes to your quotation is best practice because it confirms the GST rate and avoids changes when you invoice.

Can a composition dealer give a quotation with GST?

No. A composition taxable person cannot collect GST from buyers, so they quote without GST and later issue a bill of supply, not a tax invoice.
